I just wanted to know when the best time would be to look for a job and have easy and success doing so.

It's a bit like asking......

how's long is a bit of string. Melissa the best time is when there is a job to go after. Eventually you will find that job and looking back will think. Yes that was the right time.
Still keeping my New Years resolution, I think.

too late because the Colleges and University kids will be looking too, to set up summer employment.

January is generally a slow time for hiring,
BUT
There is nothing like being in the right place at the right time and saying "I can do that !!"
