Since I was a child I can remember the old folks speaking of "ruling days". Obviously these are the days of the month that according to legend rule the months weather patterns. How true or accurate is this legend and if accurate, where can I find the ruling days in the almanac?

Ruling Days might be ...

This isn't an astrology thing I don't think, but the Almanac lists "Ember Days". They are religious, but then I think we all know about the church's habit of laying over their holiday onto a folk holiday, which may very well make them astrological.

They happen every quarter-year; there are 3 days which rule the weather for each of the 3 following months.

I've tracked these over the last 2 years and have to say that it is pretty accurate.

The Ember Days are Wednesdays, Fridays and Saturdays following:

First Sunday in Lent -- March 01

Whitsunday-Pentacost [movable holiday] -- for 2009, May 31

Feast of the Holy Cross -- Sept. 14

Feast of St. Lucia -- Dec. 13

SO, for the last quarter of 2009, the Wednesday after Sept. 14 predicts October, then Friday does November, and Saturday does December.

I observe the weather of the daytime and break it into 3rd's to apply to the entire month.

It has been a useful guideline for me.
