i was fishing in a lil swamp area on a dirt road for months. then about 2 weeks ago we found someone had put two deer in it the water and now it cloged the drainage pipe so now deer water. is there anything i can do about it

Aside from you rolling your sleeves up and getting your hands dirty there's not much you can do. You may want to notify the DOW about the grisly discovery.
That being stated, it does not make your favorite fishing hole free from the unsightly debris, but at least you did the right thing by filing a report with the proper agency.
