Shasta Daisy - Cutting back in late February?

Hi
I am looking for help with Shasta Daisy plant.When we moved in I did not know even the name of the plant and it was not taken care of properly during fall time. It was supposed to be cut down.What I have now is several plants standing with dead heads on top and green shoots along the stems. They withstand even the very hard frost we have had lately. Now I know how to take care of them in the future. But is it possible to correct the mistake and to save Shastas so they would continue living? They have been around for 10 years and a part of Inn landscape...
