If they are a big problem, call the SPCA or another local rescue organization. They can pick up the cats and relocate them safely. Barring that, planting catnip around the beds works well, but it can be invasive and spreads like wildfire in my experience. Leaving citrus peels or juices (oranges, lemons) out deters them because they don't like the smell. Rue, lavender, chicken wire fences, stone mulch, and motion-activated sprinklers also work. If you can't afford a sprinkler, soak the little buggers any time you see them. Eventually they'll learn that garden beds are not fun to be around.
