I had the same problem in 2010 with a head of garlic I had ordered that arrived while I was recovering from an accident. What I did was to start the cloves in peat pots in my garage. Then I covered the planting bed with black plastic to gain solar heat to keep it from freezing. About the time the cloves broke the soil in the peat pots I planted them and watered them in on a fairly warm 38 degree day. Then I mulched the bed with straw and crossed my fingers. In the spring it all came up and grew just fine.
