Does one apply this spray to clothes, or on ones skin? Is it safe to use on pets?

It is intended for your skin as it is deet-free and non-toxic. I have used the product personally and have not seen it stain clothes and I spray both my clothes and skin. It is safe to use on dogs and horses. ~ Alan H., The Almanac General Store
