You can certainly try it, but as noted above it should be used with caution and sparingly as to not pose risks to other nearby plants or grass areas since baking soda is not selective and could harm anything it comes in contact with and may leach into the surrounding soil. It should work to dehydrate the plant, but may not be effective when it comes to eliminating the roots.

This is a rather tough plant to get rid of (as you noted) and may also require the use of an herbicide to be effective at the root level. You can also pull the weeds up trying to remove as much of the roots as possible because it will come back even if a small portion of the roots remain. 

It won’t be a quick fix as artillery plant spreads quite quickly in certain ideal environments. It may take a methodical plan over the course of a season or two to effectively remove.
