Sounds wonderful. However, I wouldn't risk it. October is way to "iffy" in Chicago. Can be 70 or 20 degrees. Find a place with great big windows so you can look out to a awesome view.

Flying into Chicago in Jan 2020

I am planning to fly into Chicago from an international destination around 20th Jan in 2020. Would it be a good time to fly in?

It was a long time ago, but the last time I got snowed-in at an airport was in Chicago in January! If you Must go at that time--plan ahead--bring snacks and a few good books--just in case! In my case, the airline paid for us to stay in nice hotel overnight and sent a shuttle for us the next morning---but I don't think they do that any more---Research your airline and see how they handle situations like that....
