Any predictors as to how dry of a summer Oregon will have in 2019?

Portland is very stable weather wise in summer. End of June through mid August - it is VERY VERY unlikely to even have 1 day of rain, in our current climate.

Temperatures, when to plant?
I am planning to give it another try at planting a veggie garden in containers this year. With the fluctuating temperatures and snow still falling here, when would be the best time to start? One week we have 45°-55° then snow and freezing temperatures the next, which seems to be a trend at the moment.

Hi. I'm visiting my mom in Eagle Point Oregon. And I was wondering if there would be any snow within an hour radius that we might be able to enjoy ourselves in? I'm also trying to prepare what I'm going to pack for this trip. I know the weather always changes but it's hurts like chance that I might see some snow on the ground?
