I am searching for information on droughts — specifically, folklore about breaking them. Do you have any such information?

Droughts are the result of persistent upper-level atmospheric flows. No one has yet been able to explain the formation of a drought. Experts do not even agree on the definition of a drought. A drought ends when upper airflow patterns change and allow moisture back into a particular area. Rain dances don’t work, nor does the position of the Moon or the alignment of the planets break a drought.

Although droughts are still a mystery, scientists are working to uncover the mechanisms that cause them. An excellent Web site has been established by the National Drought Mitigation Center, located at the University of Nebraska in Lincoln.
