How to Properly Display the American Flag

At my place of employment, a person is displaying a flag that is very tattered from being on a pole in the wind. The flag is draped over a door and looks like the torn blue jeans the girls like to wear these days. Should a flag in this condition ever be displayed?
Should the addition of a blue strip covering the fourth white stripe on small flags
displayed on various uniforms, such as police officers promoting the thin blue line??
Hi we have placed our flags at half mass because of the death of an officer. Someone called stating our state flag should not be included at half mass but it is on the same pole. What would be proper here? Also if our state flag is in another pole I was told it should never be higher than our American flag, which makes sense, so should we remove all other flags while the American flag is at half mass? Any help on this would be greatly appreciated.
Should we paint the flag on a rifle? Or any other gun?
I have noticed that the flag was not displayed at the GOP and the Democratic Presidential Debates. Why?

Hi, Donn: It sounds like what you are doing is perfectly OK. Thanks for asking!
