How to Properly Display the American Flag

Flags at our city hall building. What is the correct way to Fly our Flags. We have 3 separate flag poles.
I thought the correct displaying of our flags was, the U.S. Flag on Center pole with the State and city showing below the U.S. Flag. one on each side. Am I incorrect.
I want to place about a dozen small American flags at the edge of my yard for the summer. I'm talking about the small printed style stapled to a short stick. Is it wrong to leave them out like that for months at a time? The area is not lighted at night.
Thank you,

Our school board voted to allow a rainbow flag to be flown at each school for "pride month' of June. Please tell me that this is inappropriate and in violation of some standard set by our federal government that would superceded our school districts new policy!
Is the rainbow flag allowed on the same flagstaff with the American flag
Political, personal, company, and all other flags that do not represent a country or state should never be flown on the same staff as the American Flag. States' flags can be flown below the American flag but that is the only acceptable arrangement.
The American Flag should always be lowered to half mast by Presidential order. When the American Flag and the Christian Flag are in front of a church it would seem appropriate that during the times of grief that we should leave the Christian Flag raised as a tribute to the constitution's "One Nation Under God". What better time, than periods of grief, to remind all those in grief that our founding fathers yielded to a higher authority. "In God We Trust" reminds us that especially during these periods that all who believe in the God of their choice need the comfort of trust in their god to carry them forward. In the separation of Church and State can a church not choose how to honor both the American Flag and choose how to handle the flag of their belief.
