Hi, Sylvie: It is perfectly OK for someone to do this, in the same way, for example, that it would be OK for you—regardless of where you are, if your country has Freedom of Speech—to say something in front of the flag of, say, New Zealand. We agree that trying to make something that isn't official look official is sketchy at best, but it's all part of Freedom of Speech. Thanks for caring so much to ask!
Hi, Jack: No, there is not. It's important to remember that sometimes the reason for not getting new flags is financial. That notwithstanding, sometimes a friendly visit from a rep or two from the local Legion or VFW can get some action (and provide some cash): "We were just driving by and wondered whether we could help you replace your flags—looks like they've certainly earned a rest!" Good luck, and thanks for caring so much to ask!
