How to Properly Display the American Flag

A member of our Volunteer Fire Department recently passed away. We have decided to fly our flag at 1/2 staff until he was buried. I was told this was an improper use of the American Flag- Is it?
Who has the authority to order the flag to be flown at half staff ? I was under the impression it was only the President.
Hi, Howard: Governors, as well as the Mayor of DC, may also make such an order, and Old Glory can also be flown at half-staff according to traditional customs (such as the occasional Congressional proclamation for the Capitol) that are not inconsistent with the law. Thanks for asking!
I sometimes see people wearing clothing with the design of a US flag. I assume that these clothes are not made from an actual flag, but I don't know that. Is this considered flag art? A shirt or hat seems harmless to me, but I once saw a guy with underwear featuring a US flag design, and this seemed disrespectful to me.
I'm creating a public city mural...the theme is about safety during the Covid crisis, and it says, "Distance says I love you". There is purple and pink in the art, but there are also colors reminiscent of an American flag and American flag stars. Is it ok to have the colors in it? Just for clarity, the purple is in a woman's hair, and her skin is pink. There is a house that is also purple.
Hi, Maria: This sounds like a lovely project... congratulations to you and the city. Old Glory really should not have other colors in her. However, if she does in a mural, this is considered "flag art" and is thus OK. As to whether it is in good taste, this would be up to the artist and her art's beholders to determine. Thanks for asking, good luck, and stay safe out there!
From the street which side should the USA flag be on a separate staff! As opposed to an UK flag on its separate staff?

Hi, Mike: It is U.S.C. Title 4 and Title 36 (re National Anthem). Thanks for asking!
