How to Properly Display the American Flag

I work at a High School and we fly the flag daily. Our ROTC student do a great job of handling the responsibilities! We get high winds in our area. Several parents have questioned whether or not we should take the flag down during the windy days. If wind qualifies, how much wind (MPH?) would rate as 'Inclement weather'? How should I answer them?
Hi, Stephen: First of all, we thank and salute your ROTC students—please give them the message! Regarding "inclement weather": This is usually taken to involve some sort of moisture. There is no maximum amount of allowable wind, unless it would be "up to the level at which Old Glory begins to become damaged." Think of all the Old Glories whipping behind naval ships at sea, subject to both wind and salt water. So as long as Old Glory holds up, all's well that ends well. We really commend the parents for bringing this up. Great patriots they are, as is your whole school, it would seem! Thanks for asking!
My brother tells me that it is improper to fly my Trump 2020 Keep American Great flag under my American flag on the same pole. Is he right?
Should a foreign flag be flown alone on a flag pole? No American flag on pole?
Should you not fly a flag if tattered or leave it up until the new one arrives? We had a wind storm and our Elementary School Flag is torn.
Can we mount a weather monitor or a light on top of the flag pole where the American flag is displayed?

Hi, Beverly: A flag painted on a driveway is considered "flag art" and is permissible under Freedom of Speech. With regard to this being disrespectful, you certainly may have a point! Thanks for asking!
